摘要：改革开放以来，临朐县将水土保持小流域综合治理作为振兴山区经济的战略措施，发扬自力更生艰苦奋斗精神，坚持不懈地组织干部群众，大搞以治山整地，植树造林、基地建设、水利配套、道路建设为重点的小流域综合治理，创造了临朐小流域治理模式，特别是近几年来，大胆改革创新水土保持机制，形成了以荒山租赁拍卖为主的临朐特色民营水土保持的路子。

1概要

临朐县地处鲁中山区北部，是沂蒙山区农业大县，全县总面积1833.77km2，其中山区丘陵面积占87.3%，是山东省水土流失重点县。改革开放以来，临朐县历届县委、县政府将水土保持小流域综合治理作为振兴山区经济的战略措施，发扬自力更生艰苦奋斗精神，坚持不懈地组织干部群众，大搞以治山整地，植树造林、基地建设、水利配套、道路建设为重点的小流域综合治理，创造了临朐小流域治理模式，特别是近几年来，大胆改革创新水土保持机制，形成了临朐特色的走民营水土保持的路子，取得了明显成效。

2 临朐民营水土保持的发展历程

临朐县民营水土保持的发展大致经历了四个阶段，一是1988年以前，主要是以承包到户为主，以村为单位，只承包给本合作经济组织成员，是一家一户的小规模开发治理。二是 1989—1994年，实行规模开发，分户承包经营
