摘　要: 本文对河南省农村水电发展中存在的主要问题进行了剖析，并就如何进一步打破束缚农村水电发展的瓶颈，建设和谐农村水电进行了有益的探讨。

一、基本情况

 

河南省位于我国中东部，南北纵跨530km，东西横越580km，全省总面积16.7万km2，约占全国的1.74%。地势呈西高东低，西部、西北部和南部为山区，东部为平原，独特的地理环境，决定了河南农村水电主要分布在豫北、豫西、豫南偏远山区和革命老区。据最新河南省农村水力资源调查评价，全省水能资源理论蕴藏量为513.1万kw，可开发水能资源321.4万kw，其中适宜农村水电开发的有100.9万kw。截止2007年底，全省共有农村水电700余处，总装机35万kw，还有近67%的农村水电资源尚未开发。
